加强和创新社会管理，必须统筹经济建设、政治建设、文化建设、社会建设各方面的关系。本文回顾了建国后国家对图书馆的政策定位。以浙江为例探讨了公共图书馆免费开放后存在的问题、对策。参考文献1，表4。
For the purpose of strengthening the innovation of social management, it is necessary to overall all the aspects of the relationship including economic, political and cultural construction. This paper reviews the policy orientation of library, and explores the problems and strategies of public library after free opening taking Zhejiang Public Library as an example. 1 Ref, 4 Tables.
