摘要
本文对公共图书馆回归公益性，实行免费开放服务进行了论证。从国家和公共图书馆两个视角，对建立免费开放的长效机制，完善相关制度建设发表了笔者的见解。参考文献5。
On the base of exploration of the return of public welfare and implementation of free opening in public library, this paper puts forward views on establishing a long - term mechanism of free opening and improving relevant system construction from the national and public library perspective. 5 Refs.
