地方政府对中央部属高校的投资研究

Research on the Investment of Local Governments in the Central Subordinate Universities

以2006～2010年教育部直属高校的地方财政拨款为例,分析了地方政府对中央部属高校的财政拨款情况。研究发现,地方政府对中央部属高校财政拨款占部属高校总收入的比重逐年下降,而且不同地区部属高校的生均地方财政拨款存在明显差异。对此,应加快高等教育投资责任法律化,加大对经济欠发达地区的政策导向作用。

Dept of Capital Construction Management This paper analyzed detailed the 2006-2010 financial allocation of local government on the Ministry Subordinate Universities, and found that the ratio of the local governments financial allocation to the Ministry Subordinate universities and the total revenue decreased year by year in recent years, there are significant difference between different region on the per student local financial allocation. On the bases of this, this paper analyzed the reason of the declined local financial allocation and the difference of the per student local financial allocation, put forward relative suggestion, that is to improve the investment in higher education Liability and to enhance the policy-oriented role on the underdeveloped regions in economy.
