保税物流中心与区域经济的良性互动分析—以南宁为例

Positive Interaction between Bonded Logistics Center and Development of Regional Economy,as Illustrated with the Case of Nanning

阐述了南宁保税物流中心的建立对北部湾吸引外部资金、发展外向经济发挥的重要作用,针对其建设过程中出现的超前的规划、快节奏的建设、招商引资不当等带来的一些问题,提出了其与区域经济实现良性互动的相关措施,具体做法是南宁保税物流中心在功能上与钦州保税港区、凭祥综合保税区、北海出口加工区协调分工;创新资金投入方式,减轻自身债务,突破资金瓶颈;利用保税物流中心的各种优势,大力引导和发展临港产业,形成港区一体化;适度调整跨越式发展的思路,稳定发展步伐,完善南宁保税物流中心的服务功能。

The paper first introduces the important role of Nanning Bonded Logistics Center in attracting outside capital for the development of export-orlented economy in Beibuwan as well the problems in this process caused by premature planning, overheated construction and improper business invitation, etc. Thereupon, it proposes the measures promoting the positive interaction between the center and the development of the re- gional economy, which axe, to be concrete, coordinating the functions of Nanning Bonded Logistics Center, Qinzhou Bonded Port, Ping：dang Inte- grated Bonded Zone and Beihai Export ProcessingZone; innovating method of capital input, reducing direct liability and eliminating capital-related bottlenecks; wielding the strengths of the center in different aspects to develop the port-side industry and guide port integration; adjusting the expectation of development to a more steady pace and concentrating on improving the functionalities of the center.
