Essential Drug System and the Position of Medicine Industry

本文通过定性分析的方法对医药产业的属性进行分析并定位,在此基础上对医药产业的相关政策制定提出建议。医药产业不仅具有一般产业的基本属性,还因其产品的特殊性具有不同于一般产业的公共性质。因此,基于医药产业的双重属性,为了促进医药产业的健康发展,在遵循市场自发调节的基础上,针对医药产业既需要制定一般产业政策,也需要制定相应的公共政策。

By analyzing the attribute of medicine industry and the correct position of medicine industry,this paper provides suggestions for policy making.The medicine industry is different from general industry,which also has special public nature.Therefore,general industrial policies and public policies are both necessary for development of the medicine industry.
