对数字调度程控交换机在组网过程中采用的网络组织、接口、信令、编号、功能要求等进行了阐述，并以此为基础顺利组建了云南电力调度通信网。

Network organization,interface,signing,numbering and function requirement are discussed for the construction of digital program controlled dispatching switching network in this paper,then we constructcd the Yunnan electric power dispatching telecommunication network.
