近年来,俄罗斯为了加快本国经济发展,决定全方位开发远东地区,实施远东大开发战略。这对中国,特别是对辽宁老工业基地经济发展振兴具有重大深远的战略意义,它能为辽宁的发展提供新的能源支持、科学技术支持和人才资源支持,缓解辽宁就业,是辽宁新的经济发展机遇和增长点。辽宁应抓住这一机遇,从战略高度重视发展与俄罗斯的关系,转变单一的对俄关系理念,实施全方位、宽领域、多层次的对俄开放,加快改革步伐,实施经济管理体制的创新,建立健全有利于经济改革和对外开放的长效机制,促进辽宁经济又好又快发展。

In recent years,Russia has decided an all-round development of the Far East and the implementation of the strategy of the great development of the Far East to quickly develop national economy,which have great and far-reaching strategic significance for the development and revitalization of Liaoning old industrial base.It could provide new energy support,science and technology support,human resources support,could alleviate the employment pressure in Liaoning effectively.This will be the economic development opportunities and growth points.Liaoning should seize the opportunity and pay attention to the relationship with Russia from the strategic height of development,change the single Russian relationship conception,carry out all-around,wide field,mutiple level openness to Russia,accelerate the pace of reform and implement economic management system innovation,establish a sound mechanism of lasting effect conducive to economic reform and opening to the outside world and promote the rapid development of Liaoning economy.
