Theory on the Legal Safeguard of Basin Water Ecological Security——In the Perspective of Risk Prevention

水环境问题是我国最严重的环境问题之一,严重威胁着社会的可持续发展。有效防范水环境风险,保护流域水生态安全是一项刻不容缓的任务。我国在流域水生态安全立法、执法和司法等方面,应在借鉴国外先进理念的基础上,树立环境风险防范意识,完善我国流域水生态安全保障的法律体系,完善流域管理体制,严格流域管理执法,发挥司法机关在流域水生态安全保障方面的作用。

Water environmental issues is one of the most serious environmental problems in China, which seriously threatens the sustainable development of society. Thus, it is an urgent task to prevent water environmental risks effectively and ensure basin water ecological security. There exist problems in the legislation, law enforcement and judiciary of basin water ecological security in China. On the basis of learning from advanced foreign concepts and systems, we should establish the awareness s of environmental risk prevention, strengthen legislation, improve the legal system of ensuring basin water ecological security and watershed management system, improve watershed management system, enforce the law for watershed management strictly, and give play to judicial authority＇s role in ensuring basin water ecological security.
