摘要
党政干部"弱势群体"是指官场中的边缘人,是处于工作"边缘化"、人员"地域化"、思想"程式化"状态的党政干部。党政干部"弱势群体"问题产生的原因是多方面的,既有历史的原因,也有体制的原因,更有干部自身的原因。这一问题的产生,其负面影响是消极而严重的,我们必须从加强干部队伍建设的层面予以重视和解决。主要路径是:一是加强干部思想教育;二是构建科学的干部考评与选拔制度;三是干部根据时代发展要求,自觉加强学习,提高自身素质和核心竞争力。
"Vulnerable groups"of the party and Government cadres refers to the marginal people in officialdom, who are in the work of "marginalized", personnel "Localization" and thinking "programmed" state. The cause of "vulnerable groups" of the party and government cadres are many respects, which are historical reasons, institutional reasons, the more cadres for its own reasons. This problem,, its negative impact is negative and serious, so we must pay attention to and solve this problem to strengthen the contingent of cadres. Major initiatives include three aspects. The first path is to strengthen the ideological education of cadres; The second path is to construct a scientific cadre evaluation and selection system; The third path is that cadres according to the requirements of the times, consciously enhance learning, improve their own quality and core competitiveness.
