Some Issues about Utilizing Foreign Capital in China

积极利用外资，促进国内经济增长，是发展中国家经济起飞的首选战略。在利用外资与外汇储备、产业结构、优惠政策和利用内资等问题上，既要肯定利用外资对我国经济发展的正面效应，也应充分考虑利用外资中存在的问题。鉴于目前国内经济状况，引资步伐应适度从缓。

It is the first step for the developing countries in economic take -- off to utilize actively foreign capital to promote the domestic economic growth. In the problems of using foreign capital and external reserves, industrial setup, preferential policies and using domestic capital, we should make sure of the positive effect of using foreign capital to our economic development and also we should consider the problems when we use it. But in the view of our present economic conditions, it should be slow to introduce foreign investment.
