In order tO solve deep--level Problems in China's enterprise reform and development, wemust firmly and consistently set up modern enterprise system, whose most fundamentalcharacteristic is limited liability. It is imperative that the issue of limited liability be furthersolved, so that modern enterprise system can be established. Major measures include:Practically and effctively protechng legal persons' property rights of enterprises against violation;Promoting the diversification, decentralization, and setup of ownership of legal persons of equityrights; speeding up the establishment of social security system, in the meantime taking strongermeasures to lay off redundant workers and improve efficiency.
