Since the reform and opening up,China's democratic political construction has been developing quickly.Owing to people's civil consciousness is not very strong,so we have trouble in the practice of advancing democratic political construction.Therefore,it has great research value and practical significance to cultivate and construct civil society to form the third force and let people take part in democracy so as to promote the democracy of the whole society on the view of political civilization.
