上海农村宅基地退出机制研究

Establishment of an Exit Mechanism from Rural Residential Land in Shanghai

宅基地退出机制的建立,可盘活村民闲置资产,在不增加建设用地总量的前提下,能有效缓解土地供需矛盾、破解耕地占补平衡难题,对实施新农村建设、实现现代高效农业以及维护农民利益等方面具有重要意义。本文从村民、集体经济组织和政府三个层面具体分析了影响宅基地退出的主要因素,针对制约宅基地退出的不同障碍,提出了建立上海市宅基地退出机制的基本思路,并具体阐述了宅基地退出模式和退出程序。

The establishment of the rural residential land exit scheme allows villagers to take advantage of their idle assets,and alleviate the pressures of land demand.It also solves problems associated with land requisition-compensation,without requiring an increase in the total amount of land used for development;this is important for enhancing urbanization,rural development,achieving modern agricultural techniques,and safeguarding farmers＇ interests.In this paper,we analyzed the leading considerations relating to rural residential land exit for villagers,economic organizations,and the government,and the different obstacles that can be encountered.We propose a set of basic principles for the homestead exit scheme and provide a guide to the procedures of rural residential land exit in Shanghai.
