企业计量标准的建立及量值传递是企业计量工作的重要组成部分 ,是保证数据准确可靠的基础。量值传递 ,是通过对计量器具的检定或校准 ,将国家基准所复现的计量单位 ,通过各等级的计量标准传递到工作计量器具 ,以保证被测对象量值的准确和一致。随着科学技术的发展 ,生产的现代化以及国际贸易、科技交流的不断扩大 ,对测量准确度和可靠性提出了新的更高的要求。为适应这一形势 ,目前世界上不少国家已在研究采用一种新的量值传递方式———计量保证方案。

Establishment of metrological standards and transfer of the measuring values is an important component of the measuring work in an enterprise. It is also a reliable foundation upon which accurate data can be assurably created. Transfer of the measuring values is defined as to transfer all the reproduced national specified measuring units into the measurement devices by way of the metrological standards at each and every level so as to ensure the accuracy and consistency of the measured values of the measured object. More and more stringent requirements have been put up for the accuracy and reliability of the measurement with the advance of science and technology. The modernization of production and the ever growing expansion of the international trade and exchange of science and technology. To keep abreast with the situation a number of countries in the world have already taken a new pattern of measuring value transfer, “Measurement Assurance Plan”.
