关于实行农地信托促进农地健康流转的思考

On Farmland Trust Circulation to Promote the Health Development of Farmland Circulation

河北省农业正进入由传统农业向现代农业转变的新时期。现代农业要求土地集约和规模经营,进行土地流转是实现土地集约和规模经营的有效途径之一。在维护农村土地承包关系稳定的基础上,积极探索有效的农地流转模式是党和政府在农村土地问题上的一贯方针。借鉴别国模式,结合我国实践,进行模式创新,可以多方位促进农地流转健康发展。农地信托流转模式既是土地制度的创新,又是经营体制的创新,符合新时期农村先进生产力的发展方向和要求,有利于促进农业的规模经营和集约经营,有利于土地资源资本化,形成多元、长期的农业投入机制。

Agriculture in Hebei Province is undergoing transfer from traditional model to modem agriculture. The modem agriculture demands land intensive and scale management through land transfer. The government＇s consistent policy on land is to maintain a stable relationship between the rural land contracts and explore effective circulation patterns of agricultural land. It will multi-directionally promote the healthy development of agricultural land by model innovation combined Chinese practice with the model of other developedcountries. The trust land circulation pattern of agricultural land is both system innovation and management innovation which is in line with the development of advanced productive forces in rural areas and the direction. It is conducive to the formation of multiple, long-term agricultural investment mechanism by promoting scale and intensive agricultural management and capitalization of favorable land resources.
