论村委会职能的异化及其治理

Alienation of the Village Committee and The Governance Functions

依据我国现行法律法规的规定,村委会具有成员自治、公共管理、社会服务与保障、集体财产的管理与经营等多种职能。而在实际运作中,村委会的职能已逐渐异化,严重影响了村民自治制度的实施和新农村建设的进程。针对村委会职能异化的主要原因,需要从法律法规的完善、乡村政权的角色定位、法制的宣传教育等诸多方面进行治理,以期实现村委会职能的逐步改进。

According to the provisions of existing laws and regulations,the village committee with members of the autonomy,public administration,social services and security,management and operation of collective property and other functions.In actual operation, the village committee＇s functions have been gradually alienation,seriously affecting the development of village self-government and new rural constrnction.The main reason for the alienation of village functions,need to improve laws and regulations,rural power role, the legal system and many other aspects of public education governance,uphold the scientific concept of development,the gradual improvement of the overall operation.
