论山东半岛蓝色经济区的立法协调机制

On the Legislative Coordination Mechanism in Blue Economic Zone of Shandong Peninsula

为了更加科学的开发和实现可持续发展,山东半岛蓝色经济区的建设迫切需要法律的保障。但海陆一体的区域立法在我国尚属首例,缺乏成功的经验作参考,而且蓝色经济区本身的法制环境也存在众多缺陷,地方利益冲突比较激烈。对此,可采取纵向约束型方案同横向契约型方案并进的立法协调机制调和蓝色经济区内各行政区域之间的矛盾,促进蓝色经济区协调、统一、可持续发展。

The construction in the blue economic zone of Shandong peninsula needs legal protection urgently to exploit and achieve sustainable development. The regional legislation that administrates both land and sea is the first one in China, so it lacks the successful experience for reference. Besides, the legal system in blue economic zone has many defects. And Local conflicts of interest are very fierce. Consequently, the legislative coordination mechanism involved both longitudinal restraint type and horizontal compact type should be taken to reconcile contra- dictions among the various administrative areas, and to promote the coordinated, unified, sustainable development in the economic zone.
