统筹城乡视域下农户土地利用意识多尺度认知研究

A Multi-cognitive Study of Farmer's Land-use Consciousness in the Perspective of Integrative Rural and Urban Development

农户作为农村经济发展的微观行为主体,其土地行为决策受制于农户对环境与政策的认知,而这一响应程度不仅关系到农户土地利用行为的合理性与有效性,还直接影响着相关惠农政策的落实程度与实施绩效。农户土地利用意识源于土地意识但不同于土地意识,是农户在特定时空条件下,不断认知、熟知到适应政策、协调传统继承和现实模仿冲突,开展土地利用时的心理思考;农户土地利用意识调整与改变是一个渐进而非突变过程,是农户自身条件变化、内在利益驱动、外在环境刺激间相互博弈,农户对土地产品和服务需求的自我更新与累积;基于田块、农户、村尺度构建多尺度融合推拉动力模型能实现对农户土地利用意识调整与改变的内外诱因识别,为政策绩效评价和土地利用变化(LUC)研究提供了新的视角。

The landuse behaviors of farmers, acting as the microeconomic agency and promoting ru ral development, are enslaved to their understanding and responding to the outside environment, in cluding natural conditions and policy implementation which they live with initiatively or passively. Such understanding and response of farmers not only has a direct bearing on their landuse behaviors, but also affects the implementation of related policies in favor of ＂agriculture, rural areas and farm ers＂. In the light of such cognition, this paper firstly aims to give a precise definition of landuse con sciousness of the farmers, and then analyzes the adjustment process of its formation and development, and thirdly identifies both the internal and external inducements that drive the adjustment and change of farmers＇ landuse consciousness based on a pushpull dynamic model while taking into considera tion the integration of farmland, farmers and villages. The results can be drawn as follows： Firstly, the farmer＇s landuse consciousness is different from their traditional land consciousness although o riginating from it. It is the internal or psychological thinking under the coactions of a certain public policy, traditional inhabitation and mutual imitation of farmers when doing land utilization activities. Secondly, the adjustment and change of farmer＇s landuse consciousness is a gradual process rather than a sudden change, and it is a process of how farmers adapt to the change of their own conditions and the stimulation of the external environment, a process of farmers＇ selfaccumulation and updating through balancing the livelihood needs and consumption needs. Thirdly, this paper makes it possible to identify both internal and external factors that drive the changes of farmers＇ landuse consciousness by setting up a pushpull model from multiperspectives, including farmland, farmers and villages. The results are of great value to offer a new angle for enriching the research of landuse change and e valuating the policy implementation.
