摘要
无论从经济增长模式转变角度还是从产业生态化角度,都表明经济发展方式转变的关键是劳动者素质提升。通过教育培训提高劳动者素质,既有益于劳动者自身,也有益于企业、国家和整个社会。在劳动者素质提升过程中,政府有责任提供法律、政策与资金支持,企业除承担主要的培训费用之外,还需要在操作层面进行有效组织和运作,而工会则可以通过三方机制和自身建设发挥作用。
Both in the perspective of economic development mode and in the perspective of industrial ecology,the key of the transformation of economic development mode is the improvement of laborer's quality.To improve laborer's quality through education and training is beneficial to laborers,to enterprises and to the whole society.In the process of improving laborer's quality,the government has responsibility for providing laws,policies and funds,enterprises has responsibility for covering main cost of training and organizing training effectively,trade unions should play their role through tripartite mechanism and self-construction.
