构建我国公共图书馆延伸服务体系在部分经济发达地区已经取得了成果,但在绝大多数地区还存在许多问题,问题的关键是缺少应有的制度保障,而且缺少对制度设计的深入研究。制度设计内容包括:政府主导制度,经费保障制度,技术支撑制度,队伍建设制度,特色服务制度,考核评价制度和监管落实制度等。对于公共图书馆延伸服务体系而言,科学而完备的制度设计能够确保提高其构建质量,促进其规范有序快速地发展。

Though the construction of the extension service system of the public library has achieved greatly in part Economically developed areas,problems still exist in a lot of areas.The key is the lack of proper system protection,and of the deep study of system design,which consist of government-led system,funding Security system,technical Support system,team building system,Special Services system,evaluation system and supervision and implementation system.Scientific and complete system design is very important to improve the public library ＇s quality and to speed the development orderly.
