关于高等教育质量基本问题的思考

质量是教育的生命线,质量标准是对质量的规定。国际国内高度关注高等教育质量问题,但对质量及其标准至今众说纷纭,难有定论。基于高等教育人才培养、科学研究、社会服务、文化传承与创新功能实现的目标,明确定义"高等教育质量"的内涵;高等教育系统构成的其他因素,诸如专业设置、课程与教学、设施设备、图书资料、教师队伍、内外体制机制、资金投入使用等,都是围绕实现高等教育功能目标这一根本质量为核心而建构的保障条件与子系统;大学都具有四大功能,根据功能侧重面(权重)不同分为综合型、研究型、应用型以及社会型等。结合国家高等教育目标、学科和专业特点、各级各类学校具体功能特点等,对质量内涵进行要素分解,可建构国家宏观、专业中观、学校微观逐级协调完成的"三级质量指标体系"。

All Universities have four main functions, and are divided into four classes： a comprehensive, research, application, and social according to the function of focusing surfaces （weight） of different university. We can construct a ＂three quality index system＂ of national macro, professional meso and school micro that achieved sequentially and in phase according to the national goal characteristics, specific functional features of all types of connotations. of higher education, discipline and professional universities to decompose the factors of quality
