关于高等教育质量基本问题的思考 被引量:34

摘要 质量是教育的生命线,质量标准是对质量的规定。国际国内高度关注高等教育质量问题,但对质量及其标准至今众说纷纭,难有定论。基于高等教育人才培养、科学研究、社会服务、文化传承与创新功能实现的目标,明确定义"高等教育质量"的内涵;高等教育系统构成的其他因素,诸如专业设置、课程与教学、设施设备、图书资料、教师队伍、内外体制机制、资金投入使用等,都是围绕实现高等教育功能目标这一根本质量为核心而建构的保障条件与子系统;大学都具有四大功能,根据功能侧重面(权重)不同分为综合型、研究型、应用型以及社会型等。结合国家高等教育目标、学科和专业特点、各级各类学校具体功能特点等,对质量内涵进行要素分解,可建构国家宏观、专业中观、学校微观逐级协调完成的"三级质量指标体系"。 Quality is the lifeline of educatio, and quality standard is the higher education quality have been pay close attention at home and abroad, and its standard are divergent up to now, and it is difficulty to draw a regulation of quality.The problems of meanwhile, opinions on the quality conclusion. Clear definition of the connotation of "the quality of higher education." is feasible according to the four major functions and the targets of the realization of its functions in higher education, including the personnel training of higher education, knowledge and technology innovation, social services, cultural inheritance. Other factors of Higher education system, such as professional setting, curriculum and instruction, facilities and equipment, book information, teachers team, system and mechanism, capital investment use, and so on, are the assurance conditions and subsystems that centered on the realization of the function of higher education objectives of this fundamental quality as the core. All Universities have four main functions, and are divided into four classes: a comprehensive, research, application, and social according to the function of focusing surfaces (weight) of different university. We can construct a "three quality index system" of national macro, professional meso and school micro that achieved sequentially and in phase according to the national goal characteristics, specific functional features of all types of connotations. of higher education, discipline and professional universities to decompose the factors of quality
