摘要
评价运动的出现是对大学内外事务问责要求的表达。20世纪末,高等教育质量评价运动国际化趋势愈加明显,而日本也在这样的大背景下汇入高等教育质量评价运动潮流。日本当前高等教育质量评价体系是一个多元化评价模式的有机结合体,这种以问题/方法取向评价模式与改进/绩效取向评价模式为主的结合体克服了实证主义者意识形态与管理者意识形态的弊端。基于评价模式的视角,从评价目标的科学性、过程的合理性、目标的达成度以及效果的长效性四个维度探究日本高等教育质量评价体系的有效性,有利于推动我国高等教育质量评价体系的建立与完善。
The emergence of evaluation movement expresses the requirement for accountability of internal and external affairs of universities. The trend of internationalization of quality evaluation movement in higher education became apparent in the late of 20th century, and Japan also participated in tthe quality evaluation movement trend in higher education under such background.Current higher education quality evaluation system in Japan is a organic combination of multiple evaluation model, mainly combining problem/method orientated evaluation model and improvement/ performance orientated evaluation model, which overcomes the flaw of positivist ideology and managers ideology. Based on the evaluation mode, effectiveness of higher education quality evaluation system in Japan will be explored from evaluation target's, process's rationality, target's degree and effect's long-term, which is helpful for promoting establishment and consummation of higher education quality evaluation system in China.
