世界低碳外国投资现状、前景及我国的促进政策框架构建

Current Development and Prospects of World Low-carbon Foreign Investment and the Construction of China's Policy Framework

在气候变化背景下如何有效利用低碳外国投资以达到促进发展与减缓气候变化的相互协同,对包括中国在内的广大发展中国家来说意义重大。本文首先概述了世界低碳外国投资的基本概况与发展前景以及我国利用低碳外国投资的现状,接着分析了我国在吸引和利用低碳外国投资方面存在的主要问题,最后探讨了我国低碳外国投资促进政策框架的构建问题。鉴于CDM是当前低碳外国投资的一种重要形式并且是在发展中国家降低排放的唯一机制,本文特别关注了CDM的发展现状。

This paper analyses the development status and prospects of world low-carbon foreign investment and tries to figure out China＇s problems in the using of low-carbon foreign investment. At last, we proposed a simple policy framework of promoting low-carbon foreign investment.
