云南初次分配中劳动者报酬比重研究——基于历史视野的分析

Research on Laborer Reward Proportion in Primary Distribution of Yunnan Province from Historical Perspective

通过对1978年以来云南省初次收入分配数据的研究,文章发现云南省劳动者报酬在初次分配中的比重下降明显,初次收入分配格局总体上不利于普通劳动者,但在2009年,这种局面有所改善。导致云南劳动者报酬比重下降的原因包括产业结构的调整、粗放的经济发展方式以及劳动者社会保障制度不完善等。因而,云南省必须加快转变经济发展方式和收入分配制度改革,逐步构建一个集灵活与安全于一体的劳动力市场,从而保障劳动者报酬持续稳定增长。

Through the research of primary income distribution data of Yunnan Province since 1978, this paper finds that the proportion of laborer reward in primary distribution droped evidently, and the primary income distribution structure was not beneficial for ordinary laborers as a whole. However, this kind of situation would be improved in 2009. The reasons of the drop are found in the adjustment of industrial structure, extensive economic development mode and the imperfection of laborer social security system. Therefore, Yunnan Province must accelerate the transformation of the mode of economic development and the re- form of income distribution system, gradually constructing a labor market combined with flexibility and safety so as to ensure the continuing and steady increase of laborer reward.
