摘要
"7·23动车事故"在造成巨大人员财产损失的同时,也给中国政府,尤其是铁道部在危机事件传播策略方面上了深刻的一课。本文从"公共危机事件"的界定入手,以"政府传播模式"理论为切入点,从传播者、讯息、媒介、受传者、效果五个方面,就"7·23事故"中的政府传播策略进行简要评述。基于这一理论,本文认为,铁道部在"7·23动车事故"中存在传播策略失当,并就此提出公共危机事件中政府传播策略的针对性建议。
This paper defines government's communication strategy in 7.23 incident from 5 different aspects based on the government communication mode theory. The author believes that the communication strategies chosen by the Ministry of Railways were inappropriate and ineffective. The author also gives suggestions on proper strategies that should be used in case of crisis.
