完善山西省新型农村合作医疗制度的对策建议——以山西省太谷县为例

Perfection of the New Rural Cooperative Medical Care System of Shanxi Province:A Case of Taigu County

新型农村合作医疗制度自2007年在山西省太谷县实施以来,总体运行情况良好,取得了一定的成绩。但同时也暴露出了一些问题,如宣传力度不够、医药价格偏高、用药目录狭窄、报销比例偏低、报销程序复杂、报销不及时、服务态度不尽如人意等。为此应采取积极有效措施,如:尽快出台相关的法律法规、强化政府责任、建立多层次的农村合作医疗保障体系等,以促进山西省新型农村合作医疗制度的完善。

While the new rural cooperative medical care system, implemented in Taigu since 2007, has made great achievement, there are problems such as lack of publicity, high-priced medicines, limited medical list, low reimbursement rate, complex reimbursement process, the untimely reimbursement, the poor service attitude and so on.In order to perfect the new rural cooperative medical care system, we must solve these problems by making laws, strengthening government responsibility and establishing social security system and so on.
