我国能源财政政策动态效应实证研究——以贵州省威宁县为例

Empirical Research of Our Country's Energy Fiscal Policy Dynamic Effects——A Case Study of Weining County in Guizhou

能源在经济发展与高速增长中占有特殊的物质基础地位,但我国人均资源短缺,利用率差,使得政府对这一领域的介入和干预成为必然。在着力解决与能源问题有关的一些深层次矛盾的过程中,财政可以通过综合运用投资、补贴、税收和政府采购等政策手段支持能源行业的发展。以贵州省威宁县为例,研究能源问题与财政政策之间的关系,对近年来该县财政支持能源行业发展的政策实践进行分析和评估,并且就进一步支持能源事业发展的财政政策取向问题进行探讨。

The energy in economic development and rapid growth in the material base occupies a special position.However,the shortage of per capita resources exists,poor efficiency,making government intervention in this area is inevitable.In efforts to solve energy issues and some deep-rooted contradictions in the process,by the integrated use of financial investments,subsidies,tax measures and government procurement policies to support energy sector development.This paper attempts to study energy issues and the relationship between fiscal policy,Weining county in Guizhou province as example,to analyze and evaluate the financial support of the county in recent years the development of energy sector policy,and to further support the development of Energy Fiscal Policy issues were discussed.
