从经济发展与经济增长区别出发，分析传统经济发展测量方法及其存在的弊端，然后从经济结构和经济质量两个维度出发，分析经济发展新的测量指标体系，提出建立多维指标体系的基本构想。
Distinguishing the economic development from the economic growth, the essay analyzes the defects of traditional measurement methods on the economic growth and suggests new measurement methods in terms of the economic structure and the economic quality.
