现代营房建设管理是一项复杂的系统工程，具有很强的不确定性，采用传统的评估方法很难满足评估实践需求。依据现行有关规定标准，在给出现代营房建设管理递阶结构图的基础上，构建出基于集对分析的评估模型，以便为建设单位和上级业务部门进行决策提供科学依据。

The Construction and Management of the Modern Military Barracks is a complex system engi- neering project. The traditional methods, for example AHP etc, hardly satisfy the need for evaluating the Con- struction and Management of the Modern Military Barracks because it is of strong certainty and uncertainty. The paper first draws a graph of the relations among indexes and designs the evaluation model based Set Pairs according to actual criterion, at the same time, it provides rules of calculation and judgement. Then, the pa- per obtains an effective and objective result by emulating one genuine project which provides some scientific daa for making decision with varied organizations.
