深圳市共同沟建设和运营与管理问题研究

Probe into the construction,operation and management of urban utility tunnel in Shenzhen City

由于缺乏相关法律与政策支持,国内尚未形成完善的共同沟建设、运营与管理系统体制,现有的地下管线管理办法不能适应共同沟运营管理的需求,深圳市共同沟的建设面临着很多问题。针对深圳市共同沟建设现状与发展趋势,从政策法规、管理体制、投融资机制方面着重分析了深圳市共同沟建设与管理中存在的问题,并对深圳市共同沟建设、运营管理模式进行了探讨。

Due to the lack of relevant law and policy, a mature institution system of construction, operation and management of utility tunnel has not come into being in mainland of China. Now there are lots of problems in construction of utility tunnel in Shenzhen City since the current stipulation for underground pipeline cannot meet the practical needs of operation and management for utility tunnel. This paper introduced the current status and development trend of the construc- tion of utility tunnel in Shenzhen City and analyzed the existing problems of construction and man- agement of Shenzhen City utility tunnels from the aspects of the policies and regulations, operation and management systems, and the investment and financing mechanisms, and discussed the construction, operation and management mode of urban utility tunnel in Shenzhen City.
