当前的中美科技关系

THE PRESIDENT SITUATION OF SINO-U.S. RELATIONS IN SCIENCE AND TECHNOLOGY

本文对中美科技关系的发展历史进行了回顾,特别是对近两年来中美科技关系,其中包括中美官方、半官方和民间科技交流与合作进行了详细的介绍。中美科技交流与合作一直是两国关系的重要组成部分。在过去的十几年中,两国的科技交流与合作已经产生了对双方均有益处的良好成果。尽管自1989年夏天以来,中美科技交流与合作暂时处于低潮,但是,人们有充分理由相信,经过两国科技界的共同努力,中美科技关系必将逐渐得到恢复和发展。

The scientific and technical cooperation between China and the United States has been an important part of the Sino-U.S.relations.The cooperation, based on the principle of equality and mutual benefit, is the common desire of the scientists and engineers of the two countries and conforms the fundamental interests of the two peoples. During the first decade after the normalization of the diplomatic relations, the cooperation had achieved good results which benefited both sides. Since the summer of 1989, however, the cooperation has not been as active as it was before, which, we believe, is just temporary.It is hoped that through the joint efforts of the scientists and engineers of the two countries, the good relations and cooperation in science and technology between China and the United States will be gradually restored.
