Discussion on the Main Problems and Countermeasures of the New Rural Cooperative Medical System Fund Management

以现场调研及问卷调查为基础,对当前基层新型农村合作医疗管理经办部门基金筹集、存储和使用过程中存在的违反基金规范化管理要求、威胁基金安全的行为进行了归纳和分析。并结合既往基金管理政策,就政策进一步调整和完善的必要性与可行性,以及调整完善的方向和方法等进行了较深入的分析和探讨,为加强基金管理提供帮助。

Based on the field survey amt questionnaire, the existing main problems on fund management, such as breaking the fund management rule or posing a threat to fund security when basic agencies raise, to store and to use the fund, are summarized and analyzed. According to the previous fund management policy, an in-depth analysis on relative policy adjustment＇s necessity, and feasibility is eombined. And the adjustment＇s direction and methods are analyzed and explored in order to help constantly improve fund management work.
