摘要
为定量刻画中国各省区大中型工业企业中科技活动人员以及其中的科学家和工程师的发展情况,运用环比增长率和发展指数来分析年度变化数据,并应用波动系数指标对发展变化的幅度进行分区,根据不同的区间,给出2000—2008年间中国各省区科技人力资源发展状态的评价和比较研究,分析反映出来的发展问题,并对问题提出对策性建议。
In order to quantitatively describe the development of human resources in science and technology for large and medium sized industrial enterprises in each province of China, especially the development of scientists and engineers, this paper uses chain growth and development indicators to analyze annual changes of data and divides the human resource cate- gories into several ranges according to the speed of development by using the magnitude volatility of coefficient index. De- pending on different ranges, we evaluate and compare the status about the research of S & T human resource development in provinces of China from 2000 to 2008, analyze the reflection in the development, and then put forward countermeasures and suggestions.
