工业转型与可持续发展初探

Industrial Transformation and Sustainable Development

工业活动是促进经济发展和推动社会进步的主要动力，同时要以资源的开发利用为前提，并向环境中排放“三废”，又是最主要的污染源。怎样使工业发展、生产和消费达到可持续发展这一基本问题引发了国际上对工业转型（ ＩｎｄｕｓｔｒｉａｌＴｒａｎｓｆｏｒｍａｔｉｏｎ）的研究。要实现我国工业转型，就要加大对工业生产部门技术改造、工艺革新的力度；要突出和强调产品“寿命周期设计”；要调整产业结构，倡导可持续消费。为此，必须建立有利于可持续发展的政策制度体系。

Industry gives a chief impetus to the economic development and the social progress. But it takes the resource exploitation as its precondition and then becomes the biggest pollution producer by emission of 'Three waste materials'. The basic issue that how the industrial development, production and consumption become of sustainable development leads to the study of industrial transformation in international societies. To realize the industrial transformation, China should accelerate her technical reforms, technological innovations in production branch of industry, attach an importance to 'life-cycle design' for the products, adjust industrial structure, initiate the sustainable consumption. Therefore, the pro-sustainable development policies and systems must be adopted.
