In spite of the great achievements made in the reform of the past two decades, the author thinks that the size and scope of the present economic and social development is still unable to provide sufficient posts for all the labor force of the 1.25 billion people in China. Therefore, there is and will be a heavy pressure of employment. It should be fixed as an important strategic target to face the country's reality and to create maximum opportunities for employment for the first two decades or longer in the 21st century.
