As social security is both a responsibility observed by the state in ensuring its citizens' essential life and a proposition for the society to adjust and control itself to realize a certain kind of stability of social equity. On this premise, in order to realize the social security for the rural population, the paper maintains that such security be legalized, socialized and observed in communities. Meanwhile, the paper fully demonstrates the problems in social insurance, relief, welfare, services, medical health, and rural changes.
