The Inner Link Between Coordinating Urban-Rural Medical Insurance and the Equity of Medical Insurance

现行城乡分设分管的医保存在诸多不一样,折射出公民医保权益的不公平;推进城乡统筹,可以整合成统一的居民基本医保制度,达到机会平等;可以建立城乡一体化的医保管理服务体系,提供均等化服务;可以将医保基金和其他公共资源更多向农村倾斜,提高农民医保待遇和医保服务的公平感;城乡统筹要以科学发展观为指导,以尊重客观规律为前提,不能搞"免费式"、"利益均占式"的所谓公平医保。

There are much difference between current urban medical insurance and the rural one,whichreflects the inequity of the medical insurance system. Coordinating urban-rural medical insurance can not only make all the residents have the equitable opportunity as well as equitable medical service, but also make thepublic resourses tilt to the rural area. It is noted that coordinating urban-rural medical insur.ance should be guided by the Science Development View, respect the objective law, and avoid the mode of sharing interest evenly.
