摘要
江苏省已有30个县级地区实现城乡医保制度或经办管理一体化。但全面推进城乡医保并轨依然面临顶层制度设计缺失、经办管理归属存在分歧等问题。在已经实现城镇居民医保与新农合并轨的地区,由于上面的管理体制没有理顺,对进一步推进城乡医保管理和提高服务效率造成阻碍,国家应当自上而下地实现新农合与居民医保行政管理的统一。
