医保付费改革的几个着力点

分散化支付、被动买单、结算办法单一、缺乏相应监管机制等仍然是医保付费存在的主要问题。亟待通过加强对支付标准和支付方式的科学研究,建立以保方为主的团购谈判机制、实行奖惩并重的支付政策和加强监管等,全面系统地推进医保付费改革。

There are some problems in Payment System,such as dispersive payment,passive payment, haploid mode of settlement, lack of supervisory mechanism. To solving these problems and promoting the refomeof payment system,we must emphasize four respects such as studing and improving of pay criterion, innovating talking mechanism, practising payment policy focus on encouragement and chastisement, enhancing the surveillance.
