摘要
目前我国工伤保险费率机制存在的问题主要表现在整体费率水平不合理、差别费率档次少且差别小、浮动费率难浮动且缺乏必要依据等方面。为解决以上问题,应结合我国实际、借鉴国外经验,重新厘定费率水平的合理性,细化费率分级,实现以经验风险统计为基础的费率浮动,同时建立完善精细的工伤风险统计系统。
At present, the problems existing in workers' compensation premium rates are mainly the general insurance rates being unreasonable, risk classification being extensive and having no significant difference, the flexible premium rates having difficulties in implementation and lacking of necessary basis. Tosolve such problems, specific premium rate based on the realities in China should be reestablished referencing to foreign countries, making the classification of rates more elaborate and adjusting the rates according to the risk experience. At the same time, a set of efficient statistic system on occupational risk should be built.
