农村最低生活保障制度与农村扶贫开发作为农村反贫困的两项基本制度,在取得成绩的同时也暴露出两者各自独立开展的弊端。因此,如何使二者能够有效衔接就显得尤为重要。要想衔接得好,首先应清楚农村低保与扶贫开发的区别与联系,了解这两项制度在现实中存在的主要问题,然后再针对存在的问题来提出相应的对策和建议。
