高校“去行政化”的现实困境与路径抉择

On Dilemma of "De-administration" in Colleges and Universities and Its Way-out

"去行政化"改革是高校发展的内在诉求,也是高校发展的必由之路。高校行政化的问题由来已久,"去行政化"改革也在内外困境的阻碍下举步维艰。外部困境主要表现为高等教育体制之症结难以在短期内消除,高等教育体制内业已形成的利益格局难以打破,高等学校的独立性日渐式微;内部困境主要表现为作为学术组织的高校已经异化,改革者的传统思维观念的影响,部分知识分子的集体缄默。破解我国高校"去行政化"改革的现实困境应该以教育思想与理念的转变为基础、以体制改革为契机来规范高校内部管理,依法治校,营造以学术为主导的学术环境,使高校回归其本质。

De-administration is the internal appeal of the development of colleges and universities,and is also the only way for university development.De-administration of university has long been conducted,but the reform of ＂De-administration＂ is very difficult due to the barrier of the internal and external dilemma.The external dilemma mainly lies in that it＇s hard to remove the crux of higher education system in a short time and to break the formed benefit structure of higher education system,and thus the independence of colleges and universities is gradually fading.The internal dilemma mainly refers to the dissimilation of colleges and universities as an academic organization,the influence of reformer＇s traditional thinking concept and collective silence on the part of scholars.In order to solve the dilemma of ＂de-administration＂in colleges and universities in China,it is necessary to change educational thoughts and ideas,take systematic reform as an opportunity,regulate internal management of colleges and universities and govern school according to the law,create academic environment dominated by the academic so as to restore the nature of colleges and universities.
