Labor force flowing is a free choosing process for marketization,and flowing is basic and necessary for harmonizing development.Free choosing is necessary and important basis for flowing.Free choosing needs institutional arrangement.It is a basic modernization rule and power transmission system of social development that let free choosing promote flowing and development be motivated by flowing.The core of globalization competition is competing for intelligence and talents,behind which is competing for favorable institutions.Democracy and legal system based on citizens＇ free choosing is the key to achieve competitive advantages.The foremost path for developing countries to modernization is to provide more fair,efficient and decent institutions,through which will achieve successful transformation in the accelerating institution and population modernization process.
