对促进中国页岩气勘探开发若干问题的思考——2011年中国页岩气发展回顾与思考

Promoting exploration & development of shale gas in China——China's 2011 experience

近年来,世界页岩气勘探开发快速发展,中国页岩气勘探开发也在持续"升温"。2011年,国家有关部门组织开展了全国页岩气资源潜力调查评价及有利区优选工作,并启动首轮页岩气探矿权出让招标试点,成功出让4个页岩气探矿权区块。同时,政府有关部门编制了全国页岩气"十二五"发展规划,明确提出"十二五"末全国页岩气探明可采储量2000亿立方米、年产量65亿立方米的发展目标。以三大国家石油公司为代表的各类公司积极参与,并加强页岩气的国际合作。但当前我国页岩气产业发展仍面临资源落实程度低、关键技术待攻关、资源管理体制缺位、扶持政策缺乏等突出问题。针对这些问题,建议:1)加强页岩气地质调查与研究,夯实资源基础;2)深化体制改革,为页岩气发展提供制度保障;3)加强科技攻关,着力解决页岩气开发关键技术问题;4)加快出台前期扶持政策,培育发展新兴页岩气产业;5)坚定信心,遵照客观规律,务实发展页岩气。

World shale gas has undergone rapid development in recent years and shale gas development is also drawing increasing attention in China.In 2011 the government departments responsible investigated and evaluated national shale gas resource potential,prioritized favorable zones,and launched the first round of a pilot auction of shale gas prospecting rights.A total of 4 shale gas prospecting right zones were sold.A 12th 5-Year National Shale Gas Development Plan was also drafted by the government,stating a goal of achieving proven recoverable reserves of 200 billion cubic meters and annual production of 6.5 billion cubic meters.Various companies including three major state-owned oil enterprises actively participated in drafting the plan and enhancing international cooperation in shale gas.However,domestic shale gas industry development still faces many problems,such as poor fulfillment of resource exploration and development work,much key technology to be acquired,deployed and mastered,absence of a resource management system and a shortage of supporting policies.In response to these problems:1) geological investigation and research on shale gas need to be increased to lay a solid foundation of resource information;2) structural reform needs to be deepened to provide system guarantees for the results of shale gas development;3) Technologies need to be acquired,deployed and mastered to solve key technical problems in shale gas development;4) implementation of early support policies needs to be accelerated to encourage development of the shale gas industry;5) confidence building is needed along with development of shale gas on a sound scientific and technological basis.
