节水型社会建设试点后评价对于总结试点经验、全面推进节水型社会建设具有重要的作用。综述了节水型社会建设试点后评价方法,以湖北省襄樊市为例,分别利用逻辑框架法和指标评价法对节水型社会建设试点进行了后评价。评价结果表明,通过2年多节水型社会试点建设,用水效率不断提高,生态环境得到改善,公众节水意识不断增强,实现了水资源可持续利用支撑襄樊经济社会平稳较快发展的预期目标。但资金投入没有完全到位,管理机构改革涉及面广,后期还有大量的工作要做。

The post evaluation for construction of water saving society is of great importance for summing up the experience and comprehensively promoting the construction of water saving society. The post evaluation methods construction of water saving society are reviewed. The post evaluation for the construction of water saving society in Xiangfan City, Hubei Province is performed by means of the logical framework approach and the index evaluation approach. The results show that the water using efficiency increases, the ecological environment is improved and the water saving consciousness is enhanced through 2 years＇ construction of water saving society. The anticipative target, sustainable utilization of water resources to support the stable and fast development of economy and society in Xiangfan City, is realized. However, the investment is insufficient, and the reform of the water management system involves many agencies. There are lots of work to do in the future.
