青海省泽库县藏区农牧区扶贫开发与农村最低生活保障有效衔接的调查

Thinking on the Effective Convergence of the Poverty Alleviation and the Rural Minimum Living Guarantee in Qinghai Tibet-inhabited Agricultural Pastoral Areas

农村扶贫开发与农村最低生活保障制度作为缓解农村贫困两种手段,在遏制农村贫困现象,促进农村经济发展方面发挥着重要的作用。根据国务院扶贫办、民政部《关于开展农村最低生活保障制度与扶贫开发政策有效衔接试点工作的通知》精神,泽库县被国务院扶贫办确定为农村最低生活保障制度和扶贫开发政策有效衔接试点。试点工作虽然取得了明显成效,积累了一些好的做法和经验,但仍存在一些问题。笔者调研了泽库县两项制度衔接的现状及存在的问题,提出了完善两项制度衔接的措施。

The poverty relief and development and the minimum living security system in rural areas are two means to relieve and curb poverty , which play an important role in promoting the development of rural economy. According to the spirit of the documents from the office of poverty alleviation of the State Council and the Ministry of Civil Affairs--an announcement on conducting the experimental work of effective convergence of the rural minimum living security system and the policy of the poverty alleviation and development, Zeku county is identified as the experimental unit of this work. Remarkable results have been achieved and several experiences and good ways have been accumulated, but there still exist some problems to be solved. The author of the paper conducted a survey on the current situation and existing problems about the two convergence systems at Zeku county , putting forward sound measures.
