改革现行办刊体制是提高学术期刊影响力的根本举措

Reform of Running System—Fundamentals to Widen the Influence of Academic Journals

就世界范围来说,学术期刊影响力与期刊质量、期刊特色、信息传播手段、主办单位的学术地位与声望、办刊历史、期刊语种等多种因素密切相关,但就中国而言,办刊体制是制约学术期刊影响力的深层的根本的核心的原因。要尽快从整体上提高中国学术期刊的影响力,必须回归出版业是产业的本质属性,彻底改变现有办刊体制,改变自留地式的办刊模式,逐步开放刊号实行办刊登记制,走专业化、规模化、集约化、国际化之路,同时实行人员聘用制。

World widely speaking,the influence of a journal is closely related to the journal＇s quality,characteristics,means of information circulation,the academic influence of its sponsor,history,and language.However,in China,its running system is the fundamental element that affects the influence of a journal.In order to improve the influence of a journal the essential nature of publishing as an industry must be restored.The paper shows that we should thoroughly change the present running system,abandon the mode-reservation,gradually open the issue number application and implement register system and editor employment system so as to move toward large-scale specialization,intensive management and internationalization.
