摘要
现实中城乡师资差异性是长期自发形成的,从某种角度看是教师资源配置的一种自发适应状态,其配置效率隐藏在这种状态之中。如果不因势利导,而是从外部强加一种所谓"定期轮换制"以强迫教师向某特定方向流动,就会牵扯出一系列问题,例如,社会成本的增加、教师工作的低效等等。基于此,采取以人为本改革措施,让教师在流动中提高其幸福指数。
Given a big diversity has been formed spontaneously in a long run between urban and rural teachers in China, there is a kind of high allocation efficiency in the realistic mechanics of teachers' flowing. Therefore without taking advantage of that situation, problems would arise such as the in- crease of social cost and the low efficiency of the teachers' work in the case of forcing external me- chanics like "regular job rotation". So it is advisable to solve the problems by measures of encoura- ging the sense of people first and improving teachers' happiness in the rotation.
