受益权的实现需要制度性保障,也需要国家给付,更需要遵循充足、个别、参与、便捷等原则。我国受益权的实现需要在农村土地财产权的完善、国家人权机构的建立、财政体制的改革等方面加以努力。

To realize beneficical rights,we should guaranitee the following： promoting institutional safeguard,increasing government pay,and abiding by the enoug h,individual,participation,convenient principle,etc.For China,the following measures must be taken： protecting the rural land property rights,establishing the national human rights institutions,and reforming financial system.
