Facing the World Out of Control,Human Must Make Their Decision——For Memory of the 40 Anniversaries of the United Nations Conference on the Human Environment in Stockholm

自1972年斯德哥尔摩联合国人类环境大会至今,人类已经走过了40年的环保历程。40年来,人类整体的环境认知、环境意识有所提高,开展了许多环境问题研究,通过谈判达成了许多国际性环保协议,进行了许多环保实践,许多环保法令和行动被实施。但是,与环境的恶化程度、科技不当应用所产生的愈发严重的环境破坏后果,以及金钱、权势和贫穷这些更可怕的污染的恶化相比,人类的环境保护进程可以用缓进实退来形容。每一年新产生的环境问题总比解决的多,环境危害在深化,在向更广泛的区域漫延。特别是2008年金融危机之后,环保几乎被经济压垮,陷于惨淡尴尬的局面,国际环保会议也沦为博弈战和口水战。然而,地球环境已经难以承受人口和经济发展之重,人类已经没有多少机会拯救自己的家园了。"绿色经典"预言的"失控"、"崩溃"正在发生,我们迫切需要以行动为实质性特征的第二次环保启蒙,需要人类社会的转向性抉择。

Since the United Nations Conference on the Human Environment in Stockholm,human beings have gone across the course for environment protection for nearly 40 years.In this 40 years,the environmental cognition and environmental consciousness of human beings have been increased,many researches and negotiations about environment issues have started,many international agreements for environment protection have been achieved,many practices of environment protection have been made,and many laws and actions for environment protection have been carried into execution.However,the course of environment protection by human beings has retrogressed in fact though it seems to have developed slowly in comparison with the deterioration of environment,the more and more serious environmental ruins caused by the abuse of science and technology,and the more terrible pollution of money,power and poverty.Every year,there are more environmental issues to occur than solved.The environment harm has become serious and extended to wider areas.Especially,after the financial crisis in 2008,environment protection has almost been defeated by economy and got into an embarrassed situation.Even international conferences of environment protection have become the battlefield of gambling and chatting.However,the environment in the Earth could not bear the heavy-laden population and economic development at all.There is not much chance for human beings to save their homeland.The 'out of control' and 'collapse' predicted by classic green works is being happening.Now,what is urgently needed is the second environment enlightenment with the characteristics of action.What is needed for human society is the turn-around decision.
